Step 1 — Must possess ONE of the following:
- B.Arch. (Bachelor of Architecture), OR
- B.E./B.Tech. (Civil Engineering), OR
- B.Planning / B.Tech. (Planning), OR
- M.A. (Geography) / M.Sc. (Geography) / M.Sc. (Geoinformatics)
Step 2 — PLUS Post Graduate qualification (mandatory):
- PG Degree / PG Diploma in Town and Country Planning from a recognised University, OR
- Fellowship / Associateship of the Institute of Town Planners of India (ITPI), OR
- Equivalent membership of a professional Institute of Planners recognised by UGC

- Minimum: 18 years (not born after 01/07/2008)
- Maximum: 44 years (not born before 02/07/1982)
